Background and Discussion:

On August 31, 2022, Harris County Commissioners Court approved a grant agreement between the County and the Texas General Land Office (GLO) for Community Development Block Grant Mitigation (CDBG-MIT) funds in the amount of $750 million. On February 22, 2023, Commissioners Court approved the Harris County Method of Distribution (MOD) for the CDBG-MIT grant funds for submission of the MOD. The GLO approved the County’s MOD on March 21, 2023, including planning activities. On September 19, 2023, Commissioners Court approved a resolution to complete planning activity applications for CDBG-MIT funding based on the GLO’s guidelines and submit those applications to the GLO for up to $29,500,000 in planning activity funding. On July 15, 2024, Commissioners Court approved an updated list of CDBG-MIT planning projects.

Since that time, new planning study projects have been identified and incorporated into the overall CDBG-MIT planning program, and certain previously identified planning projects have necessitated changes. These updates reflect continued coordination with County partners, alignment with flood resilience priorities, and emerging needs identified through ongoing program development.

HCD now submits an updated list of CDBG-MIT planning projects for Commissioners Court transmittal and approval of the revised planning activity funding amount of up to $32,750,000, which remains within the total CDBG-MIT allocation. This list is subject to change within the approved planning activity budget up until final submission.

Expected Impact:

The revised planning activity funding amount of up to $32,750,000 reflects the inclusion of additional planning study projects and refinements to project scopes. The total request remains within the County’s existing CDBG-MIT allocation, and no change in overall funding awarded to Harris County is required.
