Request Summary (Agenda Caption):
title
Request for approval of a change in contract with Hayden Paving, Inc., in connection with BS2N Hardy/Aldine - 2024, with an addition in the amount of $1,208,508.65, Job No. 25/0017-1, UPIN 24102MF3B401, Precinct 2, MWBE Contracted Goal: 21.66%, MWBE Current Participation: 99.32%.

Background and Discussion: The project consists of rehabilitating various asphalt and concrete roadways located within the Hardy/Aldine area of Harris County Precinct 2. The work includes milling and overlaying existing asphalt pavement, performing required base repairs, and applying prime coat, tack coat, and dense-graded surface overlays across the full roadway width. The project also includes full-depth concrete pavement repairs, restoration of a smooth riding surface, and installation of new pavement striping.
This Change Order is associated with PCO-1 and addresses the overrun quantities resulting from the additional roadway length incorporated into the project scope at the request of Precinct 2. Per direction from the Precinct, the Contractor has been requested to perform milling, and asphalt overlay for approximately 2.75 additional miles of roadway beyond the original project limits. This additional work is intended to address deteriorated pavement sections and maintain continuity and uniform roadway conditions throughout the project area.
The added scope includes the same work activities contained in the original contract, specifically the milling of existing asphalt pavement and placement of hot-mix asphalt overlay. Therefore, no new bid items are required, and the additional work will be compensated through overrun quantities under the existing contract bid items.
This change results in an increase to total quantities measured and corresponding contract value. Based on actual constructed quantities / Final Number documented and recorded in eBuilder/Trimble, the total overrun amount is $1,208,508.65, which represents approximately 18.84% of the total project budget. No additional contract time is being added to the contract.
Expected Impact:
The changes add additional cost to the contract, ensuring the project aligns with its originally intended objectives. This change order adds $1,208,508.65 to the project contract amount and with no additional days added.
Alternative Options:
No alternative options: If no action is taken, the roadway and other infrastructure constructions will not be completed.
