Background and Discussion:

Early Childhood Initiatives in the Department of Economic Equity and Opportunity is responsible for managing approximately $178M in ARPA-funded programs targeted at improving outcomes for Harris County’s youngest constituents. Several new programs will come online during the first two quarters of the calendar year 2024. This request will support the hiring of two managers to implement and manage important Early Childhood Initiatives programs: 1 Manager responsible for the day-to-day management of the Harris County SHINE program and the County Connections Program, and 1 Manger responsible for the day-to-day management of the Harris County ACCTS Program, the Harris County Early Childhood Resiliency Fund Program, and the Harris County Helping Hands Program. Both positions will be funded until 12/31/2026 to align with the closeout of ARPA programs.

Please note that this budget was reviewed and approved by the ARPA Steering Committee in compliance with established ARPA approval processes.

Expected Impact:

The budget request of $818,100 will come from ARPA funds and no increase will occur to DEEO’s general fund budget. This administrative support is critical to ensuring ARPA-funded programs are successfully launched, monitored, completed, and all closeout is done properly in compliance with Treasury requirements.

Alternative Options:

Failure to fund administrative resources would cause significant strain on the department’s current staff, elevate compliance and financial risk, and potentially compromise the quality of program delivery or federal compliance.
