Request for approval to execute an interlocal agreement with The University of Texas M. D. Anderson Cancer Center for the purpose of having access through their facility to the New Parking Lot Construction Site located at the back of Precinct One Administration and Service Center, UPIN 26101MF3ZV01, Precinct 1.

Background and Discussion:
A new Parking lot and underground detention pond will be constructed at the back of Precinct One Administration and Service Center to enhance the facilities functionality. Due to the vast excavation and concrete pouring, heavy machinery and hauling will be needed which will seriously compromise the integrity of the existing parking lot, as well as disrupting the parking operations, affecting the safety of the drivers and creating noise and pollution nuisances.
Expected Impact:
Having access to the construction site through MD Anderson adjacent facility will mitigate the negative impacts on the brand-new Precinct 1 facilities.
Alternative Options:
An alternative access road could be constructed going around the adjacent MD Anderson warehouse however, the cost would be higher, and the efficiency of the construction operations will be considerably reduced.
