Background and Discussion:

The 2025 Brays Bayou Repairs contain two sites; Site 1 is an earthen repair at Leopold and Site 2 is a concrete channel lining repair at MacGregor.  Both sites will be channel restoration to restore the section to the USACE standards.  This is the first major deferred maintenance project within the Federal Section of Brays Bayou under the Maintenance Matters Proposition.  HCFCD received three (3) responsive bids on December 22, 2025, for this project.

The recommendation is to award the project to the lowest responsible bidder, Environmental Allies.

Expected Impact:

Site 1 is an earthen repair at a previous location, and the Bayou Greenway trail is being adjusted to successfully adjust the slope.  Site 2 is a full concrete channel restoration for a failed low flow section to maintain the full conveyance capacity of the main stem of Brays Bayou for the drainage of the upstream watershed.  These projects maintain our maintenance commitment to the USACE for the Federal Channels.

Alternative Options:

The “Do Nothing” option  at Leopold would allow continued erosion toward both the concrete lined channel and the Bayou Greenway Trail, while at MacGregor site it would allow the rotational failure of the low flow section of the concrete lined channel to fail and allow the collapse of the sideslopes downstream.
