Request Summary (Agenda Caption):
title
Request by the Office of the County Engineer for approval to submit an application to the Houston-Galveston Area Council for grant funds in the amount of $40,000,000, with a required match of $10,000,000, for the 2023 Sheldon Road (South) Reconstruction project (Precinct 2).
end
Background and Discussion:
The proposed Sheldon Road (South) Reconstruction project includes widening of the existing roadway from two to four lanes. The project encompasses a bridge section, two major thoroughfare intersections, multiple entrances for industrial and commercial businesses, drainage enhancements, sidewalk installation, and landscaping. These improvements will alleviate congestion, improve transportation safety, increase pedestrian accessibility, address roadway drainage, and increase the transportation system's resilience during severe weather events.
Harris County has identified the proposed improvements as a high priority due to the escalating traffic congestion and flooding during extreme weather events along Sheldon Road. The negative impacts of this congestion extend well beyond the project area, impacting businesses, residents, and schools. The proposed improvements will reduce traffic congestion and flooding and increase roadway safety and multimodal access. The grant application will seek $40 million of the Department of Transportation’s federal funds through the H-GAC with $10 million of local matching funds from Precinct 2 for a total project cost of $50 million.
Expected Impact:
The submission of this project application, under the Houston-Galveston Area Council’s 2023 Project Selection Process will allow Harris County to seek federal funds to reduce traffic congestion, increase roadway safety and increase Sheldon Road’s resilience during severe weather events.
Alternative Options:
To not to apply for the H-GAC’s 2023 Project Selection Process and pursue the proposed project with local funding.
