Background and Discussion:

The Harris County Transportation Master Plan (HCTMP) is a long-range planning document that serves as a guide for future transportation policies, programs, and projects for all unincorporated Harris County through 2050. The planning project addresses all parts of Harris County’s complex transportation system, including capital, operating, and maintenance activities for all transportation modes. The deliverable for this project is a Transportation Plan with a Major Thoroughfare Plan, an Active Transportation Plan, and strategies and recommendations for implementation in a technical report for adoption at the Commissioners Court.

The current Vision Zero Action Plan identifies a High Injury Network of roadways that have a high proportion of fatal and serious crashes using 2014-2018 crash data.  The Office of the County Engineer (OCE) is updating the Vision Zero Action Plan to include 2019-2024 crash data and updated HIN. DCCM will support OCE with tasks related to the Vision Zero policy review of standards policies and guidelines, and the updates of the Vision Zero Action Plan and Geometric Design Guidelines. The OCE is requesting to update the scope of work included in the consultant agreement, retaining the budget same at $4,000,000.

The Transportation Master Plan, updated Vision Zero Action Plan, and revised design guidelines are anticipated to be completed by the third quarter of 2026.

Expected Impact:

The HCTMP scope will be revised to accommodate Vision Zero Action plan update and the revisions to the Geometric Design Guidelines and related documents.  Professional assistance from experienced professionals will supplement OCE staff and incorporate best practices from successful Vision Zero initiatives around the country.

Alternative Options:

Without DCCM’s support in updating the Vision Zero Action Plan OCE staff would be entirely responsible for updating the Action Plan and related design guidelines without support from consultants.
