Background and Discussion:

On August 23, 2022, Commissioners Court approved a Master Agreement between Harris County and The Harris Center utilizing $1,142,554.00 in ARPA funds to support the CCHP 2.1 Mental Health and Substance Abuse Team.  The project provides mental health and substance abuse supports for homeless persons housed through The Way Home CoC.  The services include but are not limited to, clinical assessments, engagement services, transportation assistance, mental illness treatment coordination, housing retention supports, substance use disorder treatment, and coordination with other behavioral health and physical health treatment.

On December 10, 2024, Commissioners Court approved an ARPA funded First Amendment to the agreement for the CCHP 2.1 Mental Health and Substance Abuse Team project. The amendment extended the project term through December 31, 2026, and increased the budget by $1,013,902.00 in ARPA funds to continue providing mental health and substance abuse support services necessary to maintain housing stability. The total ARPA allocation increased to $2,156,456.00.

The Second Amendment requests to increase the project budget by $1,142,134.45 in CDBG funds, revise the project end date, and update the Scope of Services and Budget to reflect the additional funds. The total project budget will now increase from $2,156,456.00 to $3,298,590.45 for the continued provision of mental health and substance abuse support services to homeless individuals.

Expected Impact:

The project will be increased by an additional $1,142,134.45 in PY2020 CDBG funds. The project budget will now increase to $3,298,590.00 funded with APRA and CDBG funds.
