Background and Discussion:

The Parkway (Mobile Homes) Subdivision is located in Precinct 1, northeast Harris County, north of the intersection of Park Trail Drive and Tidwell Road. The current neighborhood drainage system consists of existing curb & gutter streets with an existing storm sewer system that ultimately outfalls into HCFCD maintained P122-00-00 channel. The existing drainage pipe system is undersized and causes surface water to back up at the intake areas. This causes localized flooding at the intersections of roads. The scope of the project includes pavement replacement, curb replacement,  increasing storm sewer capacity in the existing systems by upgrading storm sewer and constructing a wet bottom detention basin.

The project still has significant encroachments into ROW that need to be resolved prior to construction phase. Greenwood Utility District will resolve all encroachments and in return Harris County will pay for the water and sanitary sewer relocations. The project will rebid once encroachments have been resolved.

 

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Parkway (Mobile Homes) community. This agreement amendment will expedite bid and construction phase schedule. No impact on project cost anticipated.

 

 

Alternative Options:

Alternative options include choosing not to enter into an agreement amendment with Greenwood Utility District for utility relocations and encroachments, thereby requiring Harris County to remove encroachments prior to or during construction.
