Request by the Flood Control District for approval to accept an amendment to an agreement with the Texas Division of Emergency Management to extend the grant end date to April 1, 2027, for the FEMA Pre-Disaster Mitigation grant (Halls Bayou Watershed, C-41, Project ID P518-12-00-E001, Precinct 1).

Background and Discussion:
It is recommended that the Harris County Flood Control District be authorized to accept an amendment to the
Federal Emergency Management Agency Legislative Pre-Disaster Mitigation (FEMA LPDM) Grant Award for the
Halls Bayou Blue Bell Detention Basin project.
This grant award amendment will extend the period of performance from 9/13/2026 to 4/1/2027 and
continue to provide financial and technical assistance to the District for the Halls Bayou Blue Bell Detention
Basin project. The amendment extends the period of performance by 365 days with no change in funding.
Expected Impact:
This grant will continue to fund the P518-12-00 stormwater detention basin project through construction. This
project is part of the Halls Bayou Watershed Implementation Program, which is an ongoing program that
allows the Flood Control District to take a watershed-wide approach to planning flood risk reduction projects in the Halls Bayou watershed, a historically underserved community.
The Flood Control District will utilize its resources and applicable consultants during the project, as well as the
management of the grant approval process in compliance with Harris County statutes, applicable laws of the
state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternatives are: 1) not to accept the grant amendment, wherein awarded unused grant funding would be
returned to FEMA and projects lose funding, or 2) the projects’ engineering and construction will need to be
funded entirely with local funding.
