Background and Discussion:

Uplift Harris is a guaranteed income pilot that allows participating households to receive $500 monthly for 18 months. The pilot's intent was to provide low-income households with direct unconditional financial support to meet their basic needs. The ARPA Steering Committee recommends updating the program design to include additional restrictions, including the use of debit cards and limited spending categories, and launching a new program.

During the August 15, 2024, Special Meeting of Commissioners Court, approval was granted to proceed with amending the contract with GiveDirectly to include additional restrictions and launch a new program.
