Background and Discussion:
PAW is the initiative to develop County assets for monetization and/or community benefits. To consult and advise on this project, a Real Estate Portfolio Technical Advisory Group (TAG) was formed in September 2024 with representatives from the following departments:
• Office of County Administration
• Department of Economic Equity & Opportunity
• Office of the County Engineer
• Housing & Community Development
• Flood Control
• Office of Management & Budget
Through the PAW initiative, we reviewed our County assets through the Parcel Selection process, gathered data on over 20 attributes beyond what is provided by HCAD, performed a robust evaluation, and ranked using the information collected. As a result, we have uncovered high value, available, and underutilized assets to leverage for ongoing revenue.
The evaluation of assets for development opportunities is not a closed process. For the initial round we are prioritizing the highest-value, low-hanging fruit that is currently available for development. This does not mean that there are no other opportunities in our portfolio. Some assets that are attractive development opportunities were not selected for various reasons such as misalignment in timing. The goal is to build learnings from these first few opportunities and use the revenue generated to fund future rounds that may include opportunities that are not currently available and those in our portfolio that are lower valued.
The request of this Court is approval to move the three selected yield sites into the Detailed Evaluation phase. In the Detailed Evaluation phase, we will be able to learn much more about each site’s viability for development through third party reports including a Phase 1 Assessment, Title Search, Site Analysis, and a Market Study. The contracted subject matter expert will conduct site visits along with all members of TAG that are able to attend. Those that pass Detailed Evaluation will be reported back to Commissioners Court along with proposed solicitation materials to request approval to move on to the Project Delivery phase.
Expected Impact:
The PAW initiative has identified underutilized County assets and approval will allow OCA to continue the evaluation process for development feasibility. Moving this initiative forward will lead to increased and ongoing County operating revenue.
