Project Description:

The requested funds are for the replacement of the Heating Ventilation and Air Conditioning (HVAC) System at the Hardy Community Center serving the Aldine Area.  The existing facility is located at 11901 W. Hardy Road, Houston, TX 77076 on a 521,000 square foot tract of land owned by the County of Harris.

Project Scope:

The Hardy Community Center project will include the complete demolition of all existing HVAC system and associated components.  The replacement system will include a new more efficient, resilient, and sustainable system.  Additionally, improvements include HVAC automated controls and upgrading the building’s envelope (physical barrier between the conditioned and unconditioned environment of the building).

Justification:

The Hardy Community Center, an expansive 13,000-square-foot metal structure, stands as a vital hub of community service since its establishment in 2005.  Serving primarily the senior population, it offers a rich array of programs aimed at nurturing physical, social, and mental well-being through daily activities.  Its offerings, ranging from senior transportation for outings to complimentary meals served on-site and home-delivered meals for those unable to leave their homes, are crafted to enhance seniors' lives and promote healthy aging.

Known as the Hardy Senior Center, it plays a pivotal role in furthering the mission of Precinct 2.  Besides catering to the needs of community members aged 65 and above, the Hardy Community Center now extends its services to include no-cost out-of-school time programs such as summer, spring break, and Thanksgiving Day camps for school-aged youth.  Beyond its role in senior care, the Hardy Community Center serves as a central point for the community, hosting local elections, emergency response efforts, food, and resource distributions, and more.

The essential facility, however, is encountering substantial challenges concerning its current HVAC system.  Any major repairs, such as refrigerant replacement, would render the system inoperable due to its reliance on R22, a substance no longer produced or imported into the United States.  Furthermore, the use of R22 poses environmental hazards due to its high Ozone Depletion Potential.  Replacing the HVAC system and all its components is imperative to sustain the facility's operations.  Additionally, the installation of a new system with automated controls will ensure efficiency and compliance with prevailing regulations.

Beyond HVAC concerns, the building envelope of the center lacks efficiency in maintaining consistent climate levels. The insulation system of the building envelope requires thorough evaluation and replacement to uphold sustainability and energy efficiency standards.  Addressing these issues is essential to preserve the functionality and environmental stewardship of the Hardy Senior Center.

Alternatives and Engagement:

Other options include ongoing repairs to the existing HVAC system. This would involve sourcing vendors who offer recycled R22 refrigerant. If such vendors are not available, temporary mobile units would need to be used to maintain building conditions until funding is secured for replacing the outdated units.
