Background and Discussion:
Currently the agency is sending our entire Patrol Bureau through Advanced Law Enforcement Rapid Response
(ALERRT) training. This training is being conducted offsite. Active Shooter training consists of reality-based
training (scenarios). The Harris County Sheriff’s Office is committed to further educating our personnel to
better serve the citizens of Harris County. On May 22, 2025, Commissioners Court approved an agreement
with Brinkley Sargent Wiginton Architects, Inc. for professional design services for the New Active Shooter
Training Facility as part of the 2022 Safety Bond Program, Proposition A. The new facility will include Office
areas, Breakroom for 16, two Classroom/Clearing/Debrief, Equipment Dispense areas and two Sims training
(scenarios) areas.

Expected Impact:
This will allow the County to engage a General Contractor during the design phases to assist with budget and schedule management, provide constructability reviews, support value engineering, and facilitate the procurement of long-lead items necessary for the expansion of the existing facility to meet future demands.
Alternative Options:
The risks associated with these alternatives could result in financial and logistical impacts to the schedules of the department and programs associated with the agency. Personnel will be required to attend training with vendors, resulting in lost work time related to travel. The conditional overlap of the department, vendor, and environmental schedules provides unknown or narrow windows of training opportunities and cannot support the year-round training environments achieved with this project.
