Background and Discussion:

On January 31, 2023, the court approved the acceptance of a $25,091,359 Infrastructure, Workforce, and Data Systems grant from the Centers for Disease Control and Prevention (CDC) on behalf of Harris County Public Health (HCPH). Part of these funds were used to establish HCPH’s Capacity Strengthening Program (CSP), an initiative to invest in the development of healthy and sustainable community-based organizations whose work compliments essential public health services. This unique partnership model equips local organizations with resources to enhance their capacity to address the needs of Harris County community members. The CSP supports a cohort of 10 CBOs over 16 months, during which the CBO is eligible to receive $100,000 by completing set tasks and activities. The first cohort of the CSP concluded in January 2026. This subrecipient agreement is part of onboarding CSP Cohort #2, with a new set of 10 CBOs. Throughout the cohort, CBOs will each build and implement a customized capacity-building plan through the help of individualized technical assistance and participation in monthly learning opportunities designed to increase their organizational capacity to serve their target population.

Expected Impact:

Cohort 2 of the Capacity Strengthening Program will advance Harris County Strategic Plan Goal 4, Improve physical and mental health outcomes across all communities, by supporting Health Initiative Goal 4 to increase community health care capacity. Approval of Cohort 2 CBO contracts will support efforts to build organizational capacity to improve their ability to deliver services to community members, resulting in improved health outcomes across Harris County. Through the CSP, HCPH aims for Strategic Recovery Solutions to conduct a review of its organizational policies and practices to help implement services and increase impact, plan for operational and funding sustainability, and build new external relationships and leverage existing partnerships.
