Background and Discussion:
Harris County has been an Authorized Agent of the Texas Commission on Environmental Quality to administer the rules for on-site sewage facilities for over 30 years. Harris County has chosen to implement rules that are more stringent than State standard, in order to protect public and environmental health. Harris County is required to submit proposed changes in these rules to the Texas Commission on Environmental Quality for review and approval. The last modification to the rules was February 7, 2011.

The proposed rules enhance our ability to protect public and environmental health, providing a safer and cleaner community.
