Background and Discussion:

(City of Houston TIRZ No. 1 - St. George Place, TIRZ No. 3 - Main St.-Market Square, TIRZ No. 15 - East Downtown, TIRZ No. 18 -Fifth Ward, TIRZ No. 20 - Southwest Houston, TIRZ No. 23 - Harrisburg, TIRZ No. 24 - Greater Houston; City of Baytown TIRZ No. 1, and City of La Porte TIRZ No. 1)

 

Request for payments regarding the following:

 

A) annual Tax Increment Reinvestment Zone (TIRZ) payments to the various municipalities and the Harris County Redevelopment Authority (HCRDA) in accordance with Interlocal Agreements previously approved by Commissioners Court, on behalf of Harris County and Flood Control District, for tax year 2024, in the amounts shown in the table below. 

 

B) Harris County’s annual Agreement payment to the HCRDA in accordance with the Agreement approved by Commissioners Court on October 23, 2012, between Harris County, HCRDA, and the Harris County Improvement District #18 (Springwoods Village Development), in the amount of $6,157,375. The payment will be disbursed by Harris County to the HCRDA, which will distribute the payment in accordance with the agreement.

Expected Impact:

The payments of annual Tax Increment Reinvestment Zone revenue to seven City of Houston TIRZs and to the city of Baytown TIRZ and city of La Porte TIRZ will benefit the ongoing capital improvements, housing, and community development projects occurring in the respective zones.  The annual payment to the HCRDA for the HCID No. 18 Springwoods development will support the on-going development of the master-planned community.

 

Alternative Options:

If the annual payments are not made, this would adversely affect the funding of capital projects, housing, and development agreements that rely on the annual revenue streams.
