Background and Discussion:
The project area is located in the Northwest area bounded by Barwood Subdivision on the North, N Eldridge Pkwy on the East, Fallbrook Dr on the South, and Marrs Dr on the West. The subdivision is specifically bounded on the West by HCFCD Unit E133-00-00, on the East by HCFCD Unit E132-00-00. The Tower Oaks Meadows Subdivision primarily served by roadside ditch drainage systems that are directed East to N Eldridge Pkwy, West to HCFCD Unit E133-00-00 and North to an existing storm sewer within a back lot easement on the common line between Tower Oaks Meadows and Barwood Subdivision. The scope of work for this project consists of storm sewer improvements by regrading ditches and providing additional capacity underneath ditches to accommodate for increased conveyance, and full roadway reconstruction in the subdivision. This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community.
The change in contract includes the following:
Add new line items to the project for completion of the proposed scope of work.
New Line Items:
• Added a new line item number 146 for “Project Escalation”, in the amount of $250,000.00 and deduction of 98 calendar days.
The above addition results in an addition in the amount of $250,000.00 and deduction of 98 calendar days.
The County issued the Project’s Notice to Proceed on 09/29/2025. Per Section 5.3 of the Contract’s General Conditions, the work was to be completed within 540 days of the Notice to Proceed, or by 03/22/2027. With this and all other prior approved change orders, the work is to be completed within 442 days of the Notice to Proceed, or by 12/15/2026.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Tower Oaks Meadows subdivision.
Alternative Options:
