Project Description:
On March 13, 2018, Commissioners Court authorized the purchase of Riverside General Hospital located at 3204 Ennis Street, Houston, Texas 77004. The project is backed by grant funding from Houston Endowment for the purchase of the original Riverside General Hospital historic site with three buildings on the National Register of Historic Places. If this project is approved to go forward as requested, it is anticipated that the site will be the new headquarters for Harris County Public Health (HCPH) and the ACCESS Harris initiative that will bring valuable preventative care and wrap-around services to the Third Ward community. On 10th August 2021, Commissioners Court approved Sheriff’s Office (HCSO) Vehicular Crimes Division be included in the permanent design for a new facility at the Riverside Campus. Previous projects include (Phase 1) the abatement of all existing buildings and demolition of non-historic buildings, (Phase 2) the restoration of the historic Riverside General Hospital building to operate the ACCESS Harris initiative, the (Phase 2) renovation of the historic Nursing School and Utility Building to be community engagement centers, and (Phase 3) the design and construction of a new building and parking garage to be the new headquarters for Public Health.
Phase 1 was completed in 2019. Phase 2 is in progress and expects to advertise for bid in Q1 of 2024.
This Investment memo is for Phase 3a which includes professional services for the design of the new headquarters complex.
Phase 3b will include Construction and will be submitted in a future FIM.
Project Scope:
This PIM requests funding for Phase 3 new construction professional services for:
1) architectural and engineering Pre-design services which will include program verification, master planning, budgeting, concept and preliminary design, and community engagement.
2) Full professional architectural and engineering design for the new HCPH complex, and spaces for multiple Public Health Programs and a division of HCSO.
Future Anticipated Requests
Final Investment Memo for Phase 2b for the construction of the project. This will include construction support, IT installation, security, audio visual requirements, furniture, fixtures and equipment, fees for authorities having jurisdiction, utility connection fees, and construction material testing; the current total project estimate for Phase 3 to complete the complex is $158 million.
Justification:
Complementary to our vision for progress is our tribute to our community’s past. As we develop our long-term plans to relocate our department’s main office to this campus in Houston’s historic Third Ward, we seek to create an environment that combines our forward-thinking vision with the neighborhood’s extensive history. By providing new buildings which are compatible to the original Hospital’s historic architecture and celebrating its history, and the Third Ward community, we will unify our past, present, and future achievements into one rich tapestry.
The success of the project will be measured through:
- Preserving the cultural significance of this campus by providing much needed HCPH accommodations which are compatible with the restored historical structures and revitalizing the site with a major employer
- Long term reduction of health inequity and disparities associated with increased community engagement and direct service activities
- Lowering long-term costs by consolidating the core of HCPH administration in one location
Alternatives and Engagement:
If this investment memo is not approved, the County will be unable to move forward with this new campus for Public Health, Public Health’s comprehensive care model partners, and a division of HCSO. HCPH administrative office will remain in different locations. There will not be additional clinics which provide important preventive care medical services to being deployed in the Third Ward community.
Maintaining administrative services at 1111 Fannin Building and developing a mobile services platform for the Riverside Community is another alternative, but this would include the purchase or lease of mobile unit vehicles, a facility to store the vehicles, and additional resources to accomplish. Community partnerships would be at a disadvantage in this model due to a lack of office space and direct access to the community. 1111 Fannin Building by nature is a secure building and does not lend itself to public interface activities; limiting public outreach, community engagement, and direct community service delivery.
