Background and Discussion:

On June 25, 2024, Harris County Commissioners Court authorized the Harris County Engineering Department to enter into agreement and accept grant application funds from Texas Water Development board as San Jacinto Regional Flood Planning Group (SJRFPG Project Sponsor.  As the Project Sponsor for the San Jacinto Regional Flood Planning Group, Harris County Engineering Department placed for advertisement an RFSQ - Professional Architectural and/or Engineering Services for San Jacinto Regional Flood Planning Group (Region 6) for the Office of the County Engineer (TWDB).  After review of submittals, t Harris County Engineering Department has recommended the Professional Architectural and/or Engineering Services for San Jacinto Regional Flood Planning Group (Region 6), funded by the TDWB grant, be awarded to Freese and Nichols, Inc. The project will deliver a Regional Flood Plan over a 4-year cycle.

 

 

Expected Impact:

Approval of this Professional Services contract will provide a Technical Consultant to the San Jacinto Regional Flood Planning Group to assist in the creation of a 2028 Regional Flood Plan and submit limited plan amendments to 2023 Amended Regional Flood Plans.  This award will assist the State in ensuring a quality plan is created for our region.

 

Alternative Options:

The County could elect to reject the request. However, if not approved, the lack of Technical Consultant advising the San Jacinto Regional Flood Planning group will negatively impact State efforts to create a State Regional Flood plan.
