Background and Discussion:

It is recommended that the Flood Control District be authorized to accept grant awards in the amount of $10,000,000 from Texas legislative action (state Community Directed Funding) to assist with funding for construction of the Lower Clear Creek Watershed: Whitcomb Terracing and Detention Projects. TWDB funding efforts were led by State Representatives Greg Bonnen and Dennis Paul.  The City of Friendswood has also allocated $17,000,000 for the design and construction of this project through an interlocal agreement with the Flood Control District.

The Clear Creek watershed is located in southern Harris County. Flooding occurs frequently along various reaches Clear Creek and its tributaries. Out-of-bank flooding along Clear Creek caused approximately 3,000 homes to flood within the Friendswood city limits during Hurricane Harvey. The Flood Control District has partnered with City of Friendswood to construct two flood risk reduction projects along Clear Creek to reduce flooding in areas which have repetitively flooded. The Flood Control District will design and construct both projects on drainage easements granted by City of Friendswood.

The goal of the projects will be flood risk reduction for a range of flood events up to and including the 1% AEP (100-yr) using Atlas 14 rainfall; removing residential and public infrastructure and roadways from the floodplains; improving level of protection/service; removing acreage of inundated area for the range of events; and providing additional mitigation capacity for ongoing/future flood reduction projects along Clear Creek.

Expected Impact:

This grant will provide funding assistance for the Lower Clear Creek Watershed: Whitcomb Terracing and Detention Projects through design and construction. The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes and applicable laws of the state of Texas.

Alternative Options:

The alternative would be to not utilize the State Community Directed Funding allocation.  Harris County Flood Control would need to utilize a different funding source to pay for this construction project.
