Request Summary (Agenda Caption):
title
Request by Intergovernmental and Global Affairs for update, discussion and possible action on the cost of County continuity of operations during the FIFA World Cup event.
end
Background and Discussion:
In July 2025, the Intergovernmental Affairs Office (IGA), in coordination with the Office of Management and Budget (OMB), requested preliminary cost estimates from all County departments related to anticipated FIFA World Cup 2026 activities. On January 16, 2026, IGA distributed a follow-up survey to 47 departments/offices to better understand the nature, drivers, and scope of departmental engagement. Eighteen departments responded.
On March 19, 2026, IGA shared a report consolidating the self-reported cost estimates and survey results with all Court offices and OCA. This report is descriptive in nature. Inclusion of departmental activities or cost estimates does not constitute validation, approval, or a commitment of County funding. All funding determinations, prioritization decisions, and operational direction remain subject to Commissioners Court approval and OMB review.
Survey findings indicate that the majority of departments are engaging in proactive internal planning to ensure continuity of operations during a period of anticipated increased demand, rather than in response to formal external tasking. Federal funding for public safety and security costs have been confirmed by the Federal Emergency Management Agency (FEMA). The Houston Host Committee will be allocated up to $64,676,165 to strengthen safety and security for the event. These funds are strictly designated for approved safety and security services per the FEMA’s eligibility requirements. It is IGA’s understanding that County departments/offices participating within this plan will be reimbursed for eligible expenses after the event.
