Background and Discussion:

The Harris County Transportation Master Plan (HCTMP) is a long-range planning document that serves as a

guide for future transportation policies, programs, and projects for all unincorporated Harris County through

2050. The planning project addresses all parts of Harris County’s complex transportation system, including

capital, operating, and maintenance activities for all transportation modes.

The deliverable for this planning project is a Transportation Plan for Harris County which guides efforts to create safe, reliable, equitable, futuristic, and resilient transportation system. Harris County Transportation Master Plan will conduct stakeholder and public engagement, complete the Major Thoroughfare Plan, create an Active Transportation Plan, and provide strategies and recommendations, in a technical report for the adoption of the Commissioners Court. The project is anticipated to be completed by the third quarter of 2026.

Harris County Commissioners Court authorized the contract with DCCM North America, LLC. on December 10, 2024 for the period of December 12, 2024 to December 11, 2025 with four (4) one-year renewal options. This request includes a contract renewal with DCCM North America, LLC. to December 12, 2026 for professional architectural and/or engineering services to conduct Harris County Transportation Master Plan.

Expected Impact:

Harris County will have a completed Countywide Transportation Master Plan for 2050 to guide future

multimodal transportation investments.

Alternative Options:

Without a Countywide Harris County Transportation Master Plan, Harris County will have to make

transportation improvements on as needed basis or guided by community level plans.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.

County Strategic Plan Objective: H: Improve the condition and resilience of County transportation, flood control, and other infrastructure.

Justice/Safety Initiative (Goal 1):  N/A

Economy Initiative (Goal 3): N/A

Health Initiative (Goal 4): N/A
