Request for approval to execute an agreement with HNTB Corporation for Program Management Consultant services to lead the implementation of multiple projects through different phases of development and completion in an amount not to exceed $29,700,000.00 (Countywide, MWBE Contracted Goal: 19.6%).

Background and Discussion:
On May 22, 2025, Commissioners Court approved the negotiation of an agreement for a Program Management Consultant (PMC) to support multiple projects that have been approved by Commissioners Court to be developed by HCTRA. For all projects to be successful and consistent, HCTRA requests to leverage from the expertise and experience of a PMC who has the appropriate bandwidth to assist HCTRA’s capital projects’ needs. This capital project support need includes support for HCTRA to readvertise for its critical tolling back office and toll lane equipment, which assists HCTRA in processing more than one billion transactions and collect more than $900 million annually. PMC support is needed to ensure success with complex toll road initiatives and to reduce any potential impact on revenue or impact on customer confidence in HCTRA’s tolling capabilities.
PMC support will be on an as needed basis.
