Background and Discussion:
On December 2, 2023, Harris County Public Health (HCPH) launched a Request for Proposal (RFP) for a
Technical Assistance (TA) consultant to provide strategic guidance and support to community-based
organizations (CBOs) in Harris County selected for our Capacity Strengthening Program (CSP). This program, funded by a $25.1 million Public Health Infrastructure Grant from the Centers for Disease Control & Prevention, provides CBOs with training, workshops, peer learning opportunities, and grants to enhance their organizational capacity and effectiveness in serving Harris County residents. Following a competitive selection process, HCPH awarded the TA provider contract to VESTEDin ™ AGING Consulting Group, LLC in May 2024. Under this contract, VESTEDin ™ AGING Consulting Group, LLC provides one-on-one support to help CBOs develop and implement individualized capacity-strengthening plans, develops training and workshops to enhance organizational effectiveness, and tracks and reports on each CBO’s progress to HCPH.
Although the Request for Applications (RFA) for CBO participation in the CSP was launched alongside the TA consultant RFP, contracting delays resulted in the first cohort of CBOs onboarding in November 2024-several months into the TA contract. To align the contract term with the CBOs’ timeline and ensure adequate support for the program’s success, the contract was amended in April 2025 to extend VESTEDin ™ AGING Consulting Group, LLC’s contract until January 6th, 2026.
The original solicitation (230430) included provisions for two (2) sixteen-month renewal options, with a justification of 0% MWDBE Participation Goal due to minimal MWDBE availability. Through this RCA, HCPH is requesting to exercise the first of these renewal options in order to maintain continuity of services, sustain progress with the inaugural CSP cohort, and ensure stability in technical assistance delivery as planning continues for future cohorts, with Cohort 2 anticipated to launch in early 2026.
Expected Impact:
Through the CSP, HCPH is investing in CBOs that address non-medical determinants of health, conditions in the environments where people live, learn, work, and play that influence overall health and well-being. Strengthening these organizations will result in more resilient community resources and broader access to services for Harris County’s most vulnerable residents.
Renewing VESTEDin™ AGING Consulting Group, LLC’s contract will ensure uninterrupted support for the CSP by retaining a trusted TA provider with established relationships with participating CBOs. This renewal allows Cohort 1 organizations to complete their 16-month participation with consistent one-on-one technical assistance, tailored training, and progress reporting, while also positioning VESTEDin to support the launch of Cohort 2 in early 2026. By maintaining continuity, CBOs will be better equipped to strengthen sustainability, expand service delivery, and advance optimal health for all across Harris County.
Alternative Options:
HCPH does not see any drawbacks to proceeding with the renewal of the TA services contract to VESTEDin ™ AGING Consulting Group, LLC. The contractor was vetted and selected through a thorough RFP process, contractor performance has been satisfactory, and the cost of the contract will continue to be covered through the CDC Public Health Infrastructure grant. Without renewal of the VESTEDin ™ AGING Consulting Group, LLC, the Capacity Strengthening Program would lose continuity in technical assistance support, potentially disrupting the progress of the 10 participating community-based organizations in Cohort 1 and the launch of Cohort 2 slated for early 2026.
