Background and Discussion:

Harris County is requesting to amend the ILA between Harris County and The University of Texas Health Science Center at Houston executed on 7/10/2025 to add language on grant funding and federal grant clauses. The Contractor must comply with federal grant requirements (2 CFR Part 200/Uniform Guidance), repay any funds later deemed ineligible, obtain written authorization before starting work, and notify the County if funding appears insufficient. Harris County would like to pay for additional data from UTHealth Center for Healthcare Data for the year 2024 with grant funds. The data includes insurance claims on various chronic diseases, treatment procedures, utilization, dental standards, and immunizations from the all-payer claims dataset.

Expected Impact:

Approval of this amendment will incorporate grant fund contingency language and federal clauses into the existing ILA Master Agreement with UT Health without altering the scope of services. This amendment states that the county’s payment obligations are limited to actual grant funds received and ensures the contractor is in compliance with federal grant regulations. We hope to receive additional insurance claims data following the execution of this amendment to inform our public health surveillance and services.
