Background and Discussion:
Commercial Paper Series D-3 can be used for (1) construction of public works, (2) the purchase of automobiles, equipment and machinery, including computers, materials and supplies for the operation of the County’s precincts and departments (3) Professional services, including services provided by engineers, architects, attorneys, auditors, financial advisors, and fiscal agents, in connection with the contractual obligations described in (1) and (2).
Commercial Paper is being requested for Precinct 1 FY24-25 General Use CIP project and is expected to be repaid within the next three fiscal years either through bonds, budgetary means or pay-as-you-go sources. This is for approval for allocation of commercial paper for a previously approved project within the previously authorized amount.
HB 1869 compliance confirmed by: Paige Abernathy, Assistant County Attorney, September 8, 2024.
Expected Impact:
This project is divided into four parts to address key operational and infrastructure needs. The first part focuses on acquiring new vehicles and equipment to modernize the fleet, boost efficiency, and accommodate increased service demands. The second part involves renovating and upgrading various facilities to ensure safety, regulatory compliance, and enhanced functionality. The third part targets the replacement of outdated HVAC systems in community centers to improve energy efficiency and comfort for users. The final part is dedicated to replacing fences to maintain security and aesthetic appeal in public areas. These strategic investments are vital for maintaining infrastructure, enhancing service delivery, and supporting the community's evolving needs.
Alternative Options:
Failing to proceed with these four projects would have negative impacts on operational efficiency, infrastructure integrity, and community services. Without modernizing the vehicle fleet, maintenance costs and downtime will increase, leading to reduced operational capacity and slower response times. Neglecting the renovation of facilities will result in deteriorating buildings that fail to meet safety and compliance standards, compromising the usability and safety of these spaces. Not replacing outdated HVAC systems will lead to higher energy costs and uncomfortable conditions for community center users, potentially decreasing community engagement. Finally, without replacing fences, security and aesthetics of public spaces will deteriorate, increasing the risk of vandalism and reducing the community’s sense of safety and pride in their surroundings.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
