Background and Discussion:

The project consists of installing a water distribution system to serve Olana Drive in Precinct 2 of Harris County. The water distribution system includes the installation of waterline along Olana Drive, water service connections to existing residences and the decommissioning of existing wells.  Over all 44 Connection Expected is completed

This change in contract includes:

PCO#1: This request for a 90-day time extension is due to delays primarily related to the service connection process, beginning with issues on the property owners' side.  Several property owners submitted incomplete meter applications, failed to apply in a timely manner, or provided incorrect or late deposit payments.  These errors are difficult to correct are beyond the contractor’s control.

In addition, the City of Houston’s (COH) internal procedures have further impacted the schedule.  The water meter application process involves multiple internal handoffs across various departments, which significantly slows progress.  Similarly, water main testing has been delayed due to a complex, multi-step documentation review process that requires coordination among several internal COH divisions without a designated point of contact to expedite or clarify steps.

Given these external challenges, a 90-day extension is required to allow for the completion of the required service connections and to ensure full compliance with all applicable regulations with no additional amount added to the contract.

Expected Impact:

This action allows for the completion of required service connections and to ensure full compliance with all applicable regulations
