Request by Public Health Services for approval to submit a renewal application to the Texas Health and Human Service Commission for grant funds in the amount of $2,328,480, with no required match, for the FY 2026 Healthy Texas Women (HTW) Cost Reimbursement Grant Program.

Background and Discussion:

The Healthy Texas Women (HTW) Cost Reimbursement grant aims to improve health status by offering free women’s health and family planning services to eligible, low-income women. Harris County Public Health (HCPH)’s Community Health and Wellness Division (CHWD) currently receives funding under the program and is seeking the Court’s permission to apply for this new round of available funding, leveraging the Clinical Health Services' existing infrastructure to increase access to screening diagnostics and treatment services. Currently, the program supports CHWD’s Clinical Health Services Program, which focuses on providing preventive health services such as wellness exams, immunizations, family planning, health screenings, health education, and counseling.

Expected Impact:

The grant furthers HCPH’s Health Promotion strategic direction, which centers on promoting and providing services that support optimal health, self-sufficiency, and well-being at the individual and community levels. HTW funding will bolster HCPH’s capacity to address health disparities and promote equitable access to comprehensive family planning services. Through HTW, HCPH aims to sustain its Clinical Services Program to support administrative staff and increase the number of FTE patient navigators.

Alternative Options:

Should the court choose not to approve HCPH’s request to apply for the funding it would put at risk all of HCPH’s family planning services and impact clinical operations. This in turn would limit residents’ options for seeking not only reproductive health care like pregnancy testing, preconception health screenings, and STD screenings, but also life-saving preventative health care services like breast and cervical cancer screening, mental health counseling, as well as diabetes and other chronic disease management.

County Strategic Plan Goal: 4. Improve physical and mental health outcomes across all communities.
