Background and Discussion:

It is recommended that the Flood Control District be authorized to apply for grant award funds from the Federal Emergency Management Agency through the Fiscal Year 2026 Cooperating Technical Partners Program. The proposed funding will support the completion of the MAAPnext countywide Flood Risk Project for Harris County during the post-preliminary phase.

The funding will be used to support the review and resolution of appeals and comments submitted during the regulatory appeal and comment period. Activities may include technical review of submitted information, coordination with FEMA, refinement of flood hazard analyses, and revisions to hydraulic models, Flood Insurance Study materials, and floodplain mapping layers, as necessary. No local match is required for the proposed grant.

Expected Impact:

This grant will support the Flood Control District’s continued coordination with FEMA to complete the MAAPnext countywide flood map update. The proposed activities will assist with the timely and technically sound resolution of appeals and comments and help ensure that resulting flood hazard information and mapping products are accurate and supported by the most current available data and analyses.

The Flood Control District will utilize its resources and applicable consultants during the project, as well as manage the grant approval process in compliance with Harris County statutes, applicable laws of the State of Texas, and the Policy Regarding Federal Grant Awards.

Alternative Options:

The alternative is to not apply for the grant funding, in which case the post-preliminary activities necessary to complete the MAAPnext countywide Flood Risk Project would need to be funded with local funds or may be delayed.
