Background and Discussion:

This project involves the construction of sidewalks along North Eldridge Parkway from Spencer Road (FM 529) to West Road, and along West Road from North Eldridge Parkway to 940 feet East (Precinct 3).  This project is federally funded by the U.S. Housing and Urban Development Department (HUD) through the Harris County Community Services Department (HCCSD).

This final change order is for a deduction of the final adjustment in the amount of $33,186.25 and includes quantity adjustments of existing items for final values.  Final Adjustment is the reconciliation of actual quantities used in construction against the bid quantities.

The final change in contract includes the following:

PCO #5                                          Interceptor addition request-Riser                                          $4,150.00                                          Time: 5 Days

PCO #6                                          AT&T Utility Conflict Delay                                                               $0                                                               Time: 49 Days

PCO #7                                          Final Adjustment                                                                                    ($37,336.25)                                          Time: 0 Day

The above additions and deductions result in a net change in the amount of $33,186.25 and 54 calendar days

Expected Impact:

Sidewalks were constructed to enhance safety by providing designated pedestrian spaces and reducing conflicts with vehicles. They also improve accessibility and promote walking, fostering greater connectivity for Harris County residents.

The final change adds extra days to the contract, ensuring the contractor is paid for the final estimates, including the retainage, while allowing unused funds to be returned to the precinct.

Alternative Options:

The County could elect to approve the requested task or choose to reject it. However, if not approved, the contractor will be delayed for payment of their final pay estimates which include the retainage.
