title

Request for discussion and possible approval of the Harris County Fleet Vehicle Policy.

end

Background and Discussion:

The purpose of this policy is to establish a consistent countywide policy on the use of County vehicles for County business and establish rules and guidelines for the assignment of County and leased vehicles. The policy governs the acquisition, maintenance, disposition, and centralized recordkeeping of county and leased vehicles. This policy applies to Harris County appointed officials, department heads and employees using a County vehicle. Departments managed by elected officials may establish their own policies in accordance with State law, which may differ from this policy. If no specific policy exists for a department managed by an elected official, this policy shall be adopted by default. Departments may implement stricter guidelines as needed for their operations.

Expected Impact:

The expected impact of the policy is countywide compliance with federal and state regulations and the provision of consistent operations and other benefits of a coordinated process led by the County’s enterprise systems experts. Leveraging the buying power of the County, economies of scale in purchasing and managing a coordinated fleet will benefit the County. If passed, HCUS recommends a minimum six-month implementation period to January 31st, 2025. This timeframe allows adequate time for departments to receive the necessary awareness, training and guidance to ensure implementation, operating effectiveness, and compliance.
