Background and Discussion:

The majority of Veterans Memorial is on the Harris County Vision Zero High Injury, meaning it has some of the highest rates of fatal and serious crashes on all roads in unincorporated Harris County. The full extent of the road spans three precincts (1, 2, and 3), and all three precincts are looking at safety improvements/full reconstruction of their respective segments. The features included in the plan for this street (including shared use paths and access management/central medians) will directly address the crash problem.

The existing is 4 lane asphalt road with continuously left turn lane with roadside ditches.  The proposed improvement will include a four-lane concrete boulevard with sidewalk, storm sewer and signals.   As a joint project, TIRZ #3 will manage the Plan, Specification and Estimate preparations, bidding and constructions.    Harris County agrees to provide an amount not to exceed $73,900,000 for the construction of the project.

Expected Impact:

Provide safe multi-model roadways. The project will greatly improve safety along the corridor by utilizing multiple Proven Safety Countermeasures (as defined by FHWA). It may also have traffic throughput benefits by consolidating turning movements in strategic locations.

Alternative Options:

No alternative options. HC TIRZ #3 is uniquely positioned to deliver this high-need project in a timely fashion to dramatically improve safety for Harris County residents. If not approved, the improvements will be delayed or cancelled.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.

County Strategic Plan Objective: H: Improve the condition and resilience of County transportation, flood control, and other infrastructure.
