Background and Discussion:

The child support partnership between Harris County and the Office of the Attorney General has existed for

over 20 years. Amendment Two to the Contract of the Integrated Child Support System Cooperative Services will provide comprehensive, effective, and efficient child support services. The Harris County Attorney’s Office has reviewed and approved this amendment. The two-year Contract became effective on September 1, 2021, the initial term ended on August 31, 2023.  The Contract contained three (3) automatic one-year renewal terms, and the final renewal term is due to expire August 31, 2026.  The Parties now desire to amend the terms of the Contract and extend it for two years and will expire August 31, 2028.

Expected Impact:

The contract pays Harris County to establish, monitor, enforce, modify and terminate child support with the competence and experience of its partner agencies, together with the comprehensive arsenal of enforcement services provided by the federal government. The ICSS Contract is expected to generate $2,413,810.08 in case

reimbursement and approximately $370,000 in federal incentive monies, for a total revenue of $2,783,810 for each fiscal year.

Alternative Options:

The DRO provides child support services in Harris County, and the Integrated Child Support System funds the clear majority of that endeavor. The alternative is to refuse the federal funding and not provide the service to Harris County citizens. That scenario would create child support delinquencies, inconsistent and unreliable support for families, an increase in the family court enforcement docket, and a failure to carry out the DRO’s mission.
