Background and Discussion:
On May 18, 2024, Harris County received notification of its jurisdiction's Fiscal Year (FY) 2024 allocations for the Office of Community Planning and Development's (CPD) formula programs: Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG). The allocation amount in CDBG, HOME and ESG totaled to $21,090,917.80. On August 6, 2024, Harris County Commissioners Court approved the Housing and Community Development’s submission of the 2024-2028 Consolidated Plan and Program Year 2024 (PY2024) Annual Action Plan (AAP) beginning October 1, 2024, to September 30, 2025, to the U.S. Department of Housing and Urban Development (HUD). Then on August 15, 2024, Housing and Community Development submitted the PY2024 AAP to HUD for approval. On September 19, 2024, Harris County received notification of acceptance and approval of the 2024-2028 Consolidated Plan and PY2024 Annual Action Plan (AAP) with the total amount of $21,090,917.80 in HUD Entitlement funds and transmitted FY2023 Grant Agreements for the CDBG, ESG and HOME Programs. The awarded allocation amount for each program is below.
CDBG: $15,181,071.00
ESG: $1,295,623.00
HOME: $4,614,223.80
Expected Impact:
Approval to accept the FY2024 Entitlement allocation for CDBG, ESG, and HOME grants to Harris County, and the execution of grant agreements, for the inclusion of $21,090.917.80 in HUD Entitlement funds into the PY2024 Annual Action Plan will continue to assist low-to moderate income individuals and communities in Harris County.
Alternative Options:
There are no alternative options as the acceptance of funds and execution of the HUD Entitlement grant agreements for CDBG, HOME, and ESG are necessary to receive the awarded funding.
