Request by the Department of Economic Equity and Opportunity for approval to update the funding source for nine (9) existing positions currently supported by American Rescue Plan Act (ARPA) funds, effective October 17, 2026, including the associated budget, to ensure continuity of staffing and operations.

Background and Discussion:
The Department of Economic Equity and Opportunity (DEEO) currently has nine (9) existing positions funded through the American Rescue Plan Act (ARPA) that support programs within the County's Jobs & Education portfolio. Six (6) positions support Early Childhood Initiatives (ECI), and three (3) positions support Small Business and Workforce programs.
As the County transitions activities previously supported directly through ARPA funding, DEEO is requesting to update the funding source for these existing positions effective October 17, 2026. Specifically, six (6) positions supporting ECI and one (1) position supporting Small Business and Workforce programs will transition to FLEX Fund 1040, while the remaining two (2) Workforce Development related positions will transition to General Fund 1000.
The two (2) positions transitioning to General Fund 1000 will continue to support the delivery of workforce development services through the County's Apprenticeship Advantage Program. Funding for these positions will be evaluated and renewed on a year-to-year basis in alignment with the continued operation and funding of the program.
The proposed funding transitions will allow DEEO to maintain the staffing capacity necessary to support the continued administration, oversight, performance management, and closeout of these initiatives while ensuring continuity of the workforce development services that address the FY27 Priority Initiative K2.
Expected Impact:
Approval of this request will provide continuity of funding for nine (9) existing positions supporting Early Childhood Initiatives and Workforce Development services and allow DEEO to maintain staffing capacity necessary to administer and support these initiatives without disruption.
