title

Request by the Flood Control District for approval to accept an amendment to an agreement with the U.S. Department of Homeland Security - Federal Emergency Management Agency Cooperating Technical Partners Program to update the scope of work and agreement terms for the FY 2023 Urban Flood Risk Study Management Program (Project ID Z100-00-00-PG010, Countywide).

Background and Discussion:

The Flood Control District has an ongoing Urban Flood Risk Study which will implement recommendations developed in the ongoing Urban Flood Risk Pilot Study to evaluate and communicate the risk of urban flooding in Harris County neighborhoods. Urban flooding is often induced by short-duration, high-intensity rainfall events. These efforts seek to help define the risk of urban flooding as it exists today.

This project evaluates Urban Flood Risk based on the rainfall input data generated in a previous and related Special Project Grant. The scope of that grant is being updated to consider short-duration, intense rainfall events with no consideration of climate factors. This scope of this study is therefore being updated to align with the revised products of the output of the previous study. The Flood Control District was awarded $49,000 in federal funding for this effort with no required local match.

Expected Impact:

Flood Control District’s investigation will no longer consider climate change factors or impacts to socially vulnerable populations.

Alternative Options:

The alternative would be to choose not to comply with the request for revision and risk losing grant funding.
