Background and Discussion:
Harris County Commissioners Court previously approved the 2016-2021 Annual Action Plans (AAP). The Annual Action Plans, which are a consolidation of the Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), Neighborhood Stabilization Program (NSP) I and III, and Community Development Block Grant - Disaster Recovery (CDBG-DR) funds, were also subsequently approved by the U. S. Department of Housing and Urban Development (HUD). The following HOME and HOME CHDO Funded projects are being amended:
2016-2021 HOME Funding Amendments:
• Project 2018-040 Tejano Center for Community Concerns, Inc. - Sunrise Lofts (Formerly Sunrise Orchard Apts.) (Precinct 1).
o Deobligate $233,847.89 in 2018 HOME Funds
o Obligate:
§ $114,656.06 in 2021 HOME CHDO,
§ $15,515.50 in 2020 HOME Funds,
§ $4,541.45 in 2017 HOME Funds, and
§ $99,134.88 in 2016 HOME Funds.
o No change in total funding.
• Total project HOME and CHDO funding, including previously awarded amounts, will be $4,427,477.72.
2021 HOME CHDO FUNDS:
• Project 2021-040 Harris County Community Services Department- Harris County Affordable Housing CHDO Project (Countywide).
o Deobligate $693,125.10 in 2021 HOME CHDO Funding.
o Total project HOME General and CHDO funding, including previously awarded amounts, will be $0.00.
Expected Impact:
Approval is required to:
1) Exchange current year funds for prior and future year funds.
2) Return unspent funds from In-House project.
Total amounts deobligated include:
• Exchanging $233,847.89 in 2018 HOME Funds for $99,134.88 in 2016 HOME Funds, $4,541.45 in 2017 HOME Funds, $15,515.50 in 2020 HOME Funds and $114,656.06 in 2021 HOME CHDO Funds.
• Deobligate $693,125.10 in 2021 HOME CHDO Funds.
