Background and Discussion:
The Harris County Institute of Forensic Sciences (HCIFS) opened a RFP for decedent pickup and transport
services, utilizing FY24 ARPA funding. After evaluation by HCIFS and Purchasing staff, the award was granted to Carnes Funeral Home, Inc. Carnes will provide decedent pickup and transport from hospitals, nursing homes, and certain death scenes within Harris County, upon request by HCIFS, to the Medical Examiner’s
Office. Services are to be provided 24 / 7 / 365 as needed by HCIFS and vendor staff will be trained by HCIFS to ensure all relevant policies and procedures are met. The Agreement will expire September 30, 2024, with
potential renewal periods.
Expected Impact:
Carnes will supplement the pickup and transport services already being provided by HCIFS Investigation staff.
It is anticipated that Carnes will be requested to pick up and transport up to 200 decedents each month on
behalf of HCIFS, thus freeing up HCIFS Investigation staff to focus on death scenes that require specialized training and service that HCIFS staff can provide - specifically, motor vehicle accidents, homicides, suicides,
and other traumatic deaths.
Alternative Options:
HCIFS would require additional employees and labor funding to provide these services. Without the additional resources, decedent pickup and transport would take several more hours than generally expected by the public.
