Background and Discussion:

Harris County intends to award master agreements to establish a bench of Construction Materials Testing (CMT) consultants who are qualified to support federally funded projects. After award and as the need arises, the County intends to issue requests for Task Order Proposals to the bench of contracted firms selected pursuant to this RFQ. Award of Task Orders will be made to the firm under contract with the County that is: (a) determined most qualified based on a review of the Task Order proposals in accordance with the review criteria to be set forth in the request for Task Order, and (b) proposing a reasonable price, as determined by the County.

Expected Impact:

Successful management of grant funded projects with federally procured Professional Engineering Services is a step in the process to construct projects which contribute to Vision Zero goals, expand pedestrian and cyclist infrastructure, seek to reduce flooding, and strengthen resiliency in Harris County. Consultants sourced for CMT will contribute to goal of connecting our community with safe, reliable, equitably distributed, and well-maintained infrastructure.

Alternative Options:

Alternative options are expected to be more costly or to risk efficient and timely project delivery. Alternatives include individual RFQs for each project, otherwise local fund CMT services.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
