Background and Discussion:
The Navigation Blvd Reconfiguration Project was funded through the H-GAC’s Carry Over Spenddown process in December 2023. The project limits include Navigation Boulevard from Lockwood Drive to Mack Street. The proposed project will convert one travel lane in each direction to a dedicated bicycle and pedestrian route enhancing access to transit. On February 22, 2024, the East End District Board of Directors approved the transfer of the $9,521,060 grant to Harris County for the execution of the Navigation Boulevard Reconfiguration Project. Harris County Housing and Community Development Department’s Office of Transit Services Division as the Federal Transit Administration’s (FTA) designated recipient will oversee the management and administration of the grant funds, adhering to FTA requirements and ensuring compliance with wage-related regulations as monitored by the Department of Economic Equity and Employment Opportunity (DEEO). An interdepartmental agreement between Housing and Community Development Department and the Office of the County Engineer will detail the FTA compliance and contracting duties for both entities. The implementation of the project will be conducted by the Office of the County Engineer.
Grant funds will be disbursed to cover eligible project costs after all related expenses have been initially paid with County funds. The Harris County Engineering Department will be responsible for the construction and procurement activities according to FTA standards. Harris County Precinct 2 will be accountable for any cost overruns.
