Background and Discussion:

In response to the destruction wrought by Hurricane Harvey that underscored critical shortages in Harris County’s inventory of affordable homes, Harris County’s Single-Family New Construction Program (SFNCP) matches individuals and families with opportunities to purchase new affordable homes in growing developments throughout the county. Task Order 6: includes construction of roadways and sidewalks, Installation of sanitary sewer and storm systems, Pavement improvements, Construction of a lift station and detention ponds.

This change order is tied to PCO -3: During construction of the Connorvale development, several lots failed proof roll testing due to excessive soil moisture that did not meet Harris County standards.  Under direction from the Engineer of Record (EOR) and Harris County Office of the County Engineer (OCE), the contractor remediated the issue by drying the soil through disking, after which all affected lots passed proof roll testing using on-site soils.

The contractor submitted a compensation request of $302,896.48 under RFI No. 37 for various remediation-related costs; however, the Engineer of Record (EOR) and Office of the County Engineer (OCE) do not recommend approval, as these costs are considered the contractor’s responsibility under Harris County General Conditions Sections 5.15 and 4.12.

The Engineer of Record (EOR), Office of the County Engineer (OCE), has proposed and approved compensation for the work performed to dry the soil to near-optimum moisture content through disking and dirt manipulation on specified lots. Compensation for this work will be based on the unit price of the existing Bid Item No. 53 (Excavation) at $8 per cubic yard.  The total quantity for these lots, calculated at a depth of 2 feet, is 5,906.52 cubic yards. The proposed Change Order would result in an additional cost of $47,252.16, representing approximately 1.15% of the total project budget, with no additional days to contact time.

Expected Impact:

The changes enable adding new item quantities to the contract, ensuring the project aligns with its originally intended objectives. This change order adds $47,252.16 to the project contract amount, with no additional days.

Alternative Options:

No alternative options: If no action is taken, the roadway and other infrastructure constructions will not be completed.
