Background and Discussion:

This change in contract is needed to complete the construction contract for this project. The Brookglen Stormwater Detention Basin (SWDB) (HCFCD Unit B512-00-00-E002) project site consists of excavating the three compartments of a stormwater detention basin bounded by Somerton Drive to the west, Ashwyne Lane to the north, CenterPoint Energy property with high voltage transmission facilities to the east, and a transmission line property to the south, within the City of La Porte, Texas. The scope of work includes the off-site disposal of approximately 45,157 cubic yards of excavated material to facilitate the construction of a dry-bottom stormwater detention basin. The basin will be divided into three compartments to mitigate potential conflicts with an existing 30-inch natural gas transmission line. Additionally, the project includes the demolition and removal of existing pavement as part of the decommissioning of the previously abandoned

Gladwyne Lane.

 

The proposed detention facility is designed with a dry-bottom configuration to ensure compliance with Federal Aviation Administration (FAA) regulations, as the site is located within five miles of both Ellington Airport and La Porte Municipal Airport. The basin will feature 4:1 side slopes and varying width maintenance berm. Stormwater will be conveyed through a 4x2 reinforced concrete box (RCB) outfall into channel B112-00-00 (Willow Springs Bayou). Construction activities will include site clearing and grubbing, installation of water quality features, outfall piping and junction boxes, concrete channel lining, site grading, and the development of maintenance access paths, all in accordance with the approved plans.

 

The purpose of this contract change is to increase quantities of pay items for sanitary sewer manholes and remove and dispose of sanitary sewer manholes. Also establishing a new pay item for modifications to manholes. The contract change includes $0 and 0 days.

 

Expected Impact:

This change will allow the contractor to construct the project so that Harris County can realize intended flood risk reduction benefits.

 

Alternative Options:

This is an active construction contract, so there are not many alternatives to approving a change order other than cancelling the contract, which is not recommended as doing so would substantially delay the remaining work in the construction contract.
