Background and Discussion:

The Harris County District Attorney’s Office is committed to creating a professional, accessible, and supportive workplace for its employees. Providing safe and reliable parking options is part of DAO’s broader effort to ensure employees can effectively serve the residents of Harris County while maintaining a positive and efficient work environment. Accessible parking supports daily operations and enhances employee safety.

Employee parking is an important component of DAO’s operational infrastructure. By maintaining organized and accessible parking resources, DAO works to reduce barriers for employees reporting to court proceedings, trainings, and other official responsibilities of DAO. These efforts reflect DAO’s commitment to supporting the workforce that serves the public every day and to fostering a workplace environment that is efficient, secure, and responsive to operational needs.

The parking spaces at 1401 Congress and 1019 Congress are County-owned and are allocated to DAO through the County’s parking management program.  Lanier Parking is the current vendor, but if the County selects a new vendor during FY2027, it is requested that this approval include issuing a purchase order to such new vendor, as applicable.

Expected Impact:

The continued availability of accessible employee parking will have a positive impact on workplace efficiency, employee safety, and morale within the Harris County District Attorney’s Office. By supporting the daily needs of employees, these efforts also strengthen DAO’s ability to provide consistent and responsive service to the public.

Alternative Options:

DAO could lessen availability to accessible parking or reimburse employees when they pay for parking.
