Background and Discussion:
During the approval of the FY24 Budget, Commissioners Court directed the Office of Management and Budget
to develop a policy and process to delete unfunded position control numbers to help departments stay within their labor budgets and maintain a roster of positions that were funded.
On October 10, 2023, Commissioners Court approved OMB’s policy and process to delete unfunded position control numbers (PCNs) in the PeopleSoft system. The attached document outlines proposed updates to the policy meant to address concerns regarding the position budgeting flexibility given to departments, 3442 reviews, and the annual review of exception requests.
Expected Impact:
The unfunded PCN deletion policy is applicable to all Harris County departments and funds.
