Background and Discussion:

Texas’ Selective Traffic Enforcement Program (STEP) is a federally funded law enforcement program run by the Traffic Safety Division at the Texas Department of Transportation. A STEP-COMP grant focuses enforcement efforts on reducing intersection-related violations, driving while intoxicated, failure to use occupant restraint systems, enforcement of state and local ordinances on cellular and texting devices and unsafe speed within the high-crash areas they identify, although any traffic-related probable cause may be used to initiate a vehicle stop. The overall goal of this program is to increase effective enforcement and adjudication of traffic safety-related laws to reduce crashes, fatalities, and injuries. The grant period is October 1, 2026, through September 30, 2027.

Expected Impact:

The goal of the STEP program is for TxDOT to develop partnerships with law enforcement to reduce crashes by creating safer driving environments on Texas roadways through high-visibility enforcement (HVE). Harris County Sheriff’s Office pursue these funds annual to support a reduction of automobile crashes, injuries, and fatalities in Harris County.

Alternative Options:

Not applying for this grant would forfeit the opportunity to receive funding to protect the citizens on Harris County roads.
