Background and Discussion:

The U.S. Department of Housing and Urban Development (HUD) announced the allocation of nearly $12 billion in Community Development Block Grant-Disaster Recovery (CDBG-DR) funds for communities across 24 states and territories. To provide guidance for the implementation of this funding, HUD also published <https://www.hud.gov/program_offices/comm_planning/cdbg-dr/universal_notice_grantees> the Universal Notice for Community Development Block Grants - Disaster Recovery (CDBG-DR). This critical allocation of CDBG-DR funding and the guidance in the Universal Notice will enable 47 grantees - including 23 states, 15 counties, 8 cities, and one territory - to recover from and build resilience to weather-related disasters. Harris County received $67,326,000 for Hurricane Beryl-4798 and Derecho-4781.

To assist with the prevention of duplication of benefits for individual subrecipients or grantees, HUD is finalizing its plans to introduce a data portal to speed up the process of sharing FEMA data with CDBG-DR grantees. The data portal will be available to grantees later this year. In addition, the HUD has worked with FEMA on a computer matching agreement (CMA) to ensure that HUD grantees will get the latest Individual Assistance program data from FEMA in order to build out their impact and unmet needs assessment, market their programs to potentially impacted individuals, and complete their duplication of benefits analyses for individual benefits. The CMA will govern Harris County’s use of the shared FEMA data in the administration of CDBG-DR and CDBG-MIT grants.  It will also supports duplication of benefits checks conducted by the County for CDBG-DR grant-funded programs and expedites the recovery process with immediate availability of data, once the CMA is signed and effective.

Expected Impact:

Approval of the CMA agreement will allow HCD to receive information from HUD/FEMA to assist with needs assessment and the prevention of duplication of benefits.
