Background and Discussion:

In December 2023, the Flood Control District worked with engineers to analyze the benefits of and the alternatives to Channel Conveyance Improvements along Horsepen Bayou. Based on their review and input from the local community, it was determined that the channel conveyance improvements project would not advance to construction. Instead, there was a commitment to investigate alternative local area drainage projects that may contribute to reducing flood damages in the area.

This agreement amendment will allow the engineer to provide additional services to investigate potential options for local drainage project solutions within the subdivisions draining into Horsepen Bayou and its tributaries to reduce flood risk in the area.

Expected Impact:

This engineering study will identify potential drainage improvements to reduce flood risks and strengthen resiliency in the Horsepen Bayou area of the Armand Bayou watershed.

Alternative Options:

The alternative to approving this item would be not to proceed with additional investigation, which would prevent the county from determining potential flood risk reduction projects in that area.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
