Request for approval to execute a Service Outlet Location Statement for the removal of the existing overhead facilities with CenterPoint Energy Houston Electric, LLC within the Tower Oaks Plaza Subdivision, at no cost to Harris County, that are currently in conflict with Harris County Flood Control's access requirements, UPIN 19103MF14801, Precinct 3.

Background and Discussion:

The Tower Oaks Plaza Subdivision Drainage Improvement Project is designed to enhance stormwater management within the subdivision. The project aims to reduce flood risk and increase community resiliency by mitigating potential structural flood damage to homes in the Tower Oaks Plaza community. Specifically, the project will provide drainage improvements designed to achieve a 50-year level of service, helping to protect properties and infrastructure from significant flooding events.

Expected Impact:

Approval of the Service Outlet Location (SOL) statement will allow CenterPoint Energy Houston Electric to remove the overhead facilities, located at or near 13410 Forest Cove Dr, Cypress, TX 77429. Removal of the overhead facilities is essential to prevent obstruction of access required by Harris County Flood Control District and to facilitate receipt of their final approval for the Tower Oaks Subdivision Drainage Improvement Project.  According to CenterPoint Energy, this removal work will be completed as a courtesy to Harris County; therefore, no costs will be incurred by the County in connection with this SOL.

Alternative Options:

If the Service Outlet Location Statement is not approved, the existing overhead facilities will remain in place. This would negatively impact infrastructure operations and prevent Harris County Flood Control District from granting their required approval, as access for Flood Control would be obstructed, Precinct 3.
