Background and Discussion:

The Baldwin Boettcher Branch Library is located inside the Mercer Botanic Gardens at 22306 Aldine Westfield

Rd, Humble, TX 77338. The disaster recovery project involves the repair of damage caused by Hurricane Harvey in August 2017, including wall and floor finishes, mechanical, electrical, plumbing, and data fixtures and equipment.  In addition to in-kind damage repairs, the scope of work encompasses the implementation of

flood mitigation measures to prevent similar damages from reoccurring, including flood barrier and gates,

structural modifications and strengthening of the building envelope. All work shall be completed in

accordance with all applicable codes and regulations, which will return the building to full operational use.

This change in contract includes eleven additional calendar days and installing an eight-inch water main at nine feet under existing utilities.

Expected Impact:

This court action would account for necessary changes to the project schedule, and for potable water to the facility necessary for building operations.

Alternative Options:

Should we not move forward with this change in order we would not have potable water in the building and the new windows will not match the existing windows.

Alignment with Goal(s):

_ Justice and Safety

_ Economic Opportunity

_ Housing

_ Public Health

_ Transportation
